IRA early withdrawls for medical bills

I am a single woman with a job paying in the low 40's. I have medical bills that can run over $3,000 with my $2,000 deductible insurance. Is there a way to withdraw from my established IRA portfolio without paying the high penalities of deducting at 51 instead of over 59?
