denial of rn licensure in illinois
I passed boards and applied for licensure. application had to be further clarified because of arrest in 97 and 98 but no convictions. Should or could I be denied licensure

The answer to your question is that it depends on the nature and results of those arrests and convictions.
The state has no obligation to give anyone a license therefore they will probably red flag your application and either deny it or request additional info on the convictions. You will need to request a hearing with the licensing board at some point in the process.
