Maintaining Heating and air

Can the landlord decide that he is no longer maintaining the furnace, when it is in your lease that he is responsible?

Before I could provide a definitive answer to your question, I would need to review your lease. However, if your lease includes an unqualified provision which requires the landlord to maintain the furnace, then his failure to do so may constitute a breach of the lease.
