if i purchase a book online download it to my kindle then sell the book to my neighbor is that infringement

Kindle has a way to do that easily if the other person has a Kindle account. You transfer the Kindle version from your account to theirs. it's like selling a used book, except better as the quality should be like new because, unlike a paper book, the digital copy is not degraded by use.
