Legal Question in Disability Law in Illinois
I live in a condo with one car garage. The driveway is stripped to where only one car is allowed to park in front of the garage. We have a third vehicle (handicap van) that we use to transport my three year old handicap daughter to and from her medical appointments. One of our neighbors consistently calls the police when two cars are parked in front of our garage. We get numerous parking violation tickets from the police and parking violation fines from the association. The association requires that we park our extra cars two blocks away from our home to avoid the fines.
My daughter requires 24 hour nursing provided by an agency. Parking is not allowed on the street after 2am. We are having dificulties keeping nurses to take care of my daughter because they feel that having to park 2 blocks away is unsafe and very inconvenient especially at night time and during thewinter time.
How can I go about obtaining a special permit for our exta car and the nurse' car?
Do we have rights for extra parking space in consideration to our handicap needs?

No. It's the joy of living in a condo. You will have to get rid of one of the three vehicles if you want to keep that van. If you only have ownership or usage rights for two parking spaces, then you only can park two cars. Period. Handicapped or not. You may wish to see if you can buy an extra parking spot or lease one from a neighbor. That may be your only other alternative.
