Legal Question in Disability Law in Illinois

Are the standards for adhering to ADA guidelines greater if the employer has a Veteran's Administration contract, GSA contract or sells to any variety of goverment entities?

The ADA is federal law, and applies regardless of VA, GSA or related governmental contracts, the same way as if not VA, GSA etc., unless there is some exemption in favor of the employer that is set forth in the ADA and in the cases that have interpreted it. The EEOC may be the best source if you don't want to consult a labor lawyer.
