When reviewing an administrative agency decision, does the court give deference to the expertise of the agency?

Yes. If the administrative agency makes a finding of fact based on the Court's experience and the evidence at trial, a reviewing court will give deference to the administrative agency both in the standard of review and as a practical matter.
