Legal Question in Administrative Law in Illinois

My neighborhood is unincorporated with 300 residents. Joliet just raised our sewer bill 10 fold. We now have the highest sewer bill in the country. They are metering and charging us for all water going thru the pipe, yet they also charge us a sewer separation fee which is to allow for ground water seepage. I tried CUB and ICC. they said it was out of there jurisdiction. Joliet

is playing monopoly. Is there anyone who can help us?

You should start w/ the county government (Will County, right?), since as you say this is unincorporated meaning your "local government" is actually the county, and most likely there is an intergovernmental agreement between the county and Joliet for Joliet to provide your area with services that the county does not or can not.

As to a monopoly typically water and sewere services are such. But are you willing to pay for service from elsewhere that could result in a huge special assessment? Probably not. Or for upgrades to your lines because they may be older and are leaking and the deal may be that Joliet may be responsible for their replacement without a special assessment at a later date? And you may not be able to disconnect either, if your area is not allowed to use well water (perhaps it is contaminated?) or septic systems (because your land is too small....).
