Legal Question in Administrative Law in Illinois
I received a letter from the Illinois Department of Revenue saying I owe $394.43 from back in 1977. They told me my taxes I owed back then was only $60.00 and the rest was interest, so how far back can they go on this. They did not let me know any thing until February of this year. My late husband and I did not receive nothing on this, and he died last April.

Wow. That is an old tax bill. My first question to them would be why you were never notified of this before now. Also, what kind of tax is it? Did you file a return that year?
Illinois statutes on collections can be in excess of 20 years, but it depends on the type of tax, whether a return was filed, and whether there were liens, etc.
I would start by asking them for a transcript of the tax year in question showing how the tax was incurred (unless you have a copy of your 1977 return). It believe it will be unlikely that they have it.
Good luck to you.
