if i was found guilty of unlawful possession of a controlled sudstance in 2007 and it was reversed in 2009 can i file a suit?

No. If the case was reversed it doesn'tt mean you were right or unjustly arrested. It means the judge made an error of law. The judge enjoys absolute immunity.
