Is it legal for Citibank not to allow you to have a beneficiary on your checking account?

Banks have rules. Checking accounts are not wills or trusts, although there are ways of adding people to an account for different purposes. If you don't get the answer you're looking for from someone there on the first try, ask for someone higher up who might be able to explain what they can do for you. The one thing you probably DO NOT want to have is a situation where the added people become responsible if you overdraw the account. Unfortunately the kind of "beneficiary" you may want to have may ONLY be available on a savings account.
