can pass due utilities be included in chapter 7 bankruptcy

Yes, the only problem is that threy may cut off service and then demand a deposit for the continuation of service.

Yes, past due utilities can be put in bankruptcy. However, the utilities usually charge a security deposit for future usage. Also, if you own real estate, the water bill 'runs with the land' so you won't be able to discharge that.
