What is the difference between certicicate of mailing notice and certificate of mailing notice by publication?

A Certificate of Mailing certifies under oath that you have mailed something to the person named in the notice. That would be used to mail something to a party or attorney when you know where it is to be mailed, perhaps the address they have used in court documents. Illinois law allows notice by publication (in a locally published newspaper) in certain situations. You have to document in an Affidavit that the circumstances fit the requirements. Usually, if you are publishing, you are not mailing, but there may be certain situations in which you are publishing and also certifying that you have mailed, perhaps to the last known address, a copy of the published notice. I recommend you retain counsel as the questions in handling matters yourself are likely to be much more complex than this.
