Who is responsible for telling the mortgage company that the bankruptcy has been completed?

Bankruptcies are NOT "completed."

Hopefully you used a lawyer. If you did, he prepared appropriate documents that generate mailings at the appropriate times of various things, including the discharge (if applicable) and closing the case (if applicable).
