my 75 year old father in law went and bought a dodge challenger that he cant afford on sat afternoon its now monday morning can he return said car and get his trade in back

If you are asking if he has a legal right to cancel the transaction, probably not. The three day right to cancel only applies in limited circumstances, such as refinancing a residence or certain door to door sales. Depending on where he purchased it and the terms of any agreements or policies of the seller, there might be a possibility of unwinding the transaction. If he is somehow unable to manage his own affairs, that might be another avenue to explore. But, if he simple made a bad decision, he may be stuck with it.
