annual reviews and cost of living raises
Is it legal for your employer to reduce or eliminate your annual review because they gave you a cost of living raise for that year?

Unless you have an employment contract to the contrary, your employer can reduce or eliminate your annual review for any reason or for no reason at all. In fact, your employer can reduce your salary at any time (prospectively only, of course) as long as your total pay for a pay period is not below the minimum wage.
