Buying and reselling
A chinese company shipped a container to the US, and his customer refuses to accept and pay for the container. The goods are private labled in the customers name and were purchased for a specific retailer.
The retailer is short on goods do to this situation.
The Chinese company has come to us, asked us to purchase the container and sell it to the retailer.
Is this legal?

Sure. In fact it is required for the Chinese company to at least try to "mitigate its damages" by trying to sell it to someone else.
