What laws protect employees when attempting to take a career development step but is prevented by the top brass?

While your question is rather vague, I am not aware of any such law in particular. There might be situations when perhaps slander/libel would be a problem, for example if you were trying to enroll in an MBA program, and the president of your company told the college untruths regarding you. Or perhaps discrimination law, if for example they refused to consider you for promotion because you were a member of some protected class.
