Our company hired a new VP. Prior to this he was sued for stealing company documents and trying to solicit a bribe from a securities broker. Should I inform my boss or be silent

Yes, but get proof, or at least evidence, first. "he was sued" - was he held liable? Either way, your boss should know if he does not already. If you are in the financial industry that goes double. What did the SEC have to say about matters? With soliciting a bribe from a securities broker, I would be surprised if the SEC was not involved.
