cosign a loan
if my wife guarantees the lease payments on an apartment for her daughter/my step daughter do i have to sign and if i dont will i also be held responsible

No, you do not need to sign. That being said, it is possible that the landlord will refuse to rent to your step-daughter if you do not, but that would seem a bit short-sighted in my opinion. You will not be responsible for the lease if you do not sign it.
