Customer contact information theft
In the absence of a non-compete agreement, is there any laws (State of IL.) that prohibit an employee from taking customer contact information gained while an employee of a company and using it to procure a business relationship with those customers. Which would be in direct competition with his old employer?

Yes. If the former employer found out that its customers were leaving it in order to go work with a former employee, the former employer could sue the former employee for tortious interference with business relations.
