Can my employer post a list of peoples names and how many times they were late in a year while implementing their new time policy to show how many would have been fired if the new policy was currrently in place?

Your employer is free to post the list. Generally, an employer can share his business records except for some very limited types of records (such as health records) that are given some level of protection from disclosure. An employee's attendance record is not a protected record. Showing who would have been fired under a new policy is a reasonable use of the record.
