fee disclosure
I was billed by my local village 1,000 for consultants they hired to determine if my small bus. would be appropriate for the community. They did not disclose that they were using consultants nor did they disclose the fees until I rec'd the bill. I have never rec'd the report. Do I have to pay if they did not disclose the fees prior to obtaining the service?

There is probably an ordinance authorizing the fees. Check for a local ordinance.
