At home business
What are the legal requirements in the state of IL for starting an at home catering business? What processes do I have to go through to begin something like this?

That depends on a lot of factors. Where in IL is the business? Are you cooking the food at home? Who are your clients going to be?
You may need to get special licenses dealing with the preparation of food. If you intend to hire staff you may need to get a tax-payer ID. You should consider forming a corporation or other limited liability entity. There are a lot of issues.
