Is it illegal for a bar to refuse patrons free water?

I am not aware of any law which would require a bar to provide free water. Even though the actual cost of the water is minimal (though not $0), keep in mind that the bar either has to clean the glass or pay for the paper or plastic cup and have an employee available to serve you. If you do not like the way this particular bar does business, perhaps you should try another pub.
