What are the legal requirements concerning property zoning, insurance, licences, fees, and incorporation involved in opening a dinner/nightclub.

The answer depends on exactly where you intend to open the club. The government body for the specific location( municipality or county if in an inincorporated area will have some requirements. The landlord may have others. The state has the requiremnents for incorporation.
