what can I legally charge for late fees in Illinois. I have a non medical home care business

Your question implies that you have a written contract with your customers. The provision in the contract regarding late fees governs. If you do not have such a contract, I would advise you to start using one asap. If you sue customers for non-payment in small claims court, the judge will accept your word for what the service fee is but not award you a penalty on top of that.
