Legal Question in Business Law in Illinois
I live in illinois and placed an order online, via Pay-Pal for team jerseys to be delivered from New York before May 12th. There is an e-mail chain verifying the vendor was aware of the timeline. The deadline has passed, the jerseys cannot be used any more, but i still have not recieved any merchandise despite my payment being successfully applied to the order. What is my best course of action

See if there is any redress through your agreement with PayPal. If not, you can sue locally in small claims court. They probably will not show and you will get a judgment. At that point, you can see what your collection options are. You also can contact the Illinois Attorney General's Office.
As a Franchise Attorney I can say that PayPal has a very efficient process for disputing payments. You have to do it within a limited time, so you need to take action right away. Log onto your PayPal account, then go to the dispute center. Consult with a good business or franchise attorney in your area for specific advice.
