Legal Question in Business Law in Illinois
I live in Illinois, if I start an online business that charges web site membership fees to residents of Colorado exclusively (not IL), what are my obligations for registering as a sole proprietership in IL and what are the sales tax obligations for both states.

This is a matter for the Department of Revenue. You should write a letter stating all the relevant facts and asking for an official opinion. You can then be confident in paying (or not paying) Illinois sales tax on the transactions.
