Legal Question in Business Law in Illinois

I am a martial arts instructor in Illinois and recently became aware that a public school PTA program is running an after school martial arts program. This PTA martial arts program is being advertised in the public school and classes are held after school hours in the public school. The PTA program is using my own community tax dollars and creating an undeniably unfair competition against my business interests. I cannot get my advertising in the public school because I am for-profit. I cannot run an after school feeder program on school property because I am for-profit and it would be held on public property. How does the PTA get around these barriers and not violate principles of the nonprofit law? How can they create such an unfair business atmosphere and claim to be exempt from the normal governing rules? This PTA program gets students introduced to this rival academy and after the in school program is completed they have these students come to their local academy and sign contracts that generate huge revenue for the martial arts academy; this is very discouraging. I understand they have been doing this for years taking money out of my pocket by this practice; I wonder what recourse is available.

I suggest that you do an FOIA request regarding the selection process, bids, school board approvals, minutes, rents, etc. regarding the school system's involvement and then repost if there appears to be some unfairness in the selection procedure, etc.
