I would like to open website which would specify bad neighbors in the area. Can I do it?

Can you, yes. But depending on what happens, you could be liable to them for defamation. So should you is the better question.....

I would give the exact same answer as Stephen. If you choose to do so, you better be able to document the naturee of what makes the neighbors bad. You might want to do the opposite, list the good neighbors.
