i owe a past due bill and the company refuses to let me make payment arrangements so i can pay the bill off. But they have put a lock on a cell phone i paid cash for that i need unlocked for my child. They say will unlock when i pay bill but wont agree to payment arrangements.

I would imagine that there was some type of contract signed concerning the use of the cel phone, ad so I would need to read that contract before I could give you any advice as to your rights or duties. I may also need to conduct some legal research before providing any legal advice. I would have to chare you a reasonable fee for the time and effort this would take. The original cel phone company may respond better to a letter from an attorney. Perhaps you can simply obtain a different phone, and then wait until the original company sues you for the amount they think that you owe. If that is what happens, then I would definitely advise hiring an attorney to represent you.
