Can I use public domain photos for the business purpose in United States ?

As long as you are sure there are no proprietary rights, generally yes. The best thing to do is to select the images you think you want to use and attempt some confirmation of their status; if at a later date someone claims proprietary rights in them, you will at least have some "proof" you did not simply use them arbitrarily.
