Reward Offered (Contract Law)
I offered a $100 reward to the 1st witness who called police to report the identity of the person responsible for damaging my property. The person responsible for the crime called the police, admitted his guilt, and now wants the reward money. Is there a law or statute that states I do not have to pay the perpetrator for turning himself in?

no. in theory you made a valid unilateral contract without limiting the pool of possible takers. One person performced, you should pay them.

I would pay him nothing and see if he sues you. I doubt that a judge would order you to pay.
