Legal Question in Business Law in Illinois

Greetings,

I own a small restaurant and am trying to find the legalities of BYOB. I currently hold no such liquor license and would like to allow my guests to have that option. Part of the county I reside in is declared 'dry'. Does that make BYOB a issue? Also, is it legal to charge customers for a 'corking fee' or a 'glass fee' and is it legal for my servers to open/serve them their own wine/beer or does the customer have to do this for themselves? I have heard many conflicting details and would like some clarification.
