start a nursing agency
i would like to know legally what steps i need to take in the state of illinois to open and operate a nursing agency.

As I have never helped anyone start a nursing agency, I do not know the state law requirements. By a "nursing agency" do you mean a temporary employment agency that supplies nurses to potential employers or do you mean providing nursing services to ultimate consumers?
I would anticipate that the red-tape associated with entering into any aspect of the medical field, which is highly regulated, would be consideration. Surely, more than can be explained in this forum.
I suggest that you contact the Illinois Secretary of State's office as a starter -- but, if it were me, I would not undertake to begin such a business without a thorough review from a lawyer.
