Can I start a small cupcake business out of my at home kitchen?

You'd be surprised how a lot of "home baked" businesses get their start. There are two basic considerations: (a) does your home meet the requirements of the health department governing your area, for a commerial kitchen, and (b) is your home properly zoned for any kind of commerical enterprise. People risk starting up in their homes until they can afford a truly commercial plant. The other thing you may want to be concerned about is your insurance -- especially if you will have any employees. Start doing your homework and happy baking!
