Legal Question in Civil Rights Law in Illinois

Does a 19 year old sibling count as a temporary legal parent when the real parents are absent? I am 19 years old and I tried to bring my 16 year old brother into a rated R movie but the theater said I had to be 21 to bring him in since he wan't 17. As far as I know, the law considers 18 year olds to already be legal adults. I want to know if this "not until i'm 21 rule" is against my rights as a legal adult.

No. According to the MPAA, an R rating means that children under 17 must be accompanied by a parent or adult guardian. From your question it appears that you were not appointed as guardian, therefore, the remainder of your argument is moot and spurious.
