Legal Question in Civil Rights Law in Illinois

children's legal rights
My Grandson went to visit his dad over Xmas holiday and got into trouble. Crime was of opportinity, not of violence. Dad lives in IL, Mom in MN. State will not allow child to leave state so he can have services and trial in MN, where he legally lives. Child is eleven years old, has been detained in youth facility for 2 mos. Mom lives 12 hours away, cannot visit. Visitation is limited to aprox. 15 min. 2x per week via telephone. Child appeared in court in handcuffs and shackles! Eleven years old, no emotional support, little developmental support except that provided by facility. Also, child has mental health issues, emotional and behavioral, as well as learning disability. Seems PROFOUNDLY unjust to me. IS THIS HOW YOUNG OFFENDERS ARE SUPPOSED TO BE TREATED? IF SO, THE NATION SHOULD RISE UP AND PROTEST.
