How do I file a Civil Right complaint on the Federal level and how do I find a Attorney that will help me with the case free of charge.

You may find an attorney who will represent you in an 1983 action or similar in which attorneys fees are available from the defendant if your case is right and if the judge awards them. Call your local bar association and get a list of names of attorneys who practice civil right law.
