When going through the interview process, and then selecting someone, what can you say to them as to why they did not get the job?

I would suggest either nothing, or the truth.

If you are the employer you do not have to give the "reason" for not hiring someone in the situation you describe.
Not commenting is probably the best thing for an employer to do.
