1. Does your lease allow you to have a dog? Yes? Ok.
2. Your post is uncertain, but even if you take the dog to the "parkway" area, being the area between the sidewalk and the street and it's public, the landlord may have an obligation to care for it and the neighbors certainly have an expectation that it will not be contaminated by dog urine and feces. Since you don't say where your place is, it is also possible that the area is part of the landlord's property and the sidewalk happens to cross over it.
3. So the problem is something you should ask your landlord - assuming you are allowed to have a pet dog then the answer is where does the landlord want you to take the dog to relieve itself. That should be a "rule". And, if you follow the landlord's rule, then the only thing your neighbors might be able to do is complain to the landlord. And, if you get a landlord's notice in the mean time, it is definitely something to deal with, and I suggest an attorney's help.
4. Could you be kicked out? Can't tell for sure based on the above, but the thoughts may be a good start figuring things out.
