Right to Peaceful Assembly
A car dealership in Burbank, Illinois refuses to refund my down payment on a car they could not get financed for me. Can I picket the dealership? I plan to have a sign and pace back and forth on the City of Burbank's sidewalk in front of the dealership. I was told by the police department that I could not use the City of Burbank sidewalk for this.

Call the City Attorney or the City Manager or the Mayor's office. There should be a permit you can obtain to do this.
More to the point, why not sue them in small claims court to recover your money, and picket later if you are still so inclined.
