settlement conference
how is it possible for a judge to offer money to settle a court case when the other side said there is no money.

Well the judge will not be the one to offer to settle a court case (the judge would make a ruling at trial), but he may be pushing the other side to offer such money. Even if the other side says there is no money, the judge may believe their is.
