Can a University call parents of student over 18?

Can a university call its students' parents if they are arrested? In this circumstance said university has threated to call parents of students who are cited or arrested for breaking the town's laws concerning parties (ie noise, consumption, possession, etc.)

Anyone can call the parents of anyone, under the constitutionally protected freedom of speech.
