Ethics of internet users
If an unknown person took a photo
offline and used it in a video that was
posted on a broadcast site like youtube,
can this person be subjected to legal
consequences? Or are there simply
ethic rules internet users need to follow
regarding photo use?

There's no ethics guide for the internet; the standard laws of copyright and privacy do apply, but it's not at all clear that there is a problem here.
