Legal Question in Technology Law in Illinois

Is it legal to ask for donations on the internet? I have no funds, no job, but am able to do many things. I would like to start an internet business, but with the present economic conditions, it is impossible to get stated.

It's perfectly legal as long as you don't mislead anyone about why you want the money or what you intend to do with it. Also, don't lead donors to expect tax deductions or anything else you can't deliver.
