Legal Question in Technology Law in Illinois

If I made a keygen ( Key/Serial Generator ) which are used to create valid working keys to programs that require registration or licensing.

If I made one, and had it working on a website ( simply click and it generates a key ) would I be breaking any laws, and if I were.

Would there be a way around it.
