Clemency from the Governer

Does the governer have the right to hold up a person life by taking well over five years to sign off on a pardon. If so why?

Hello. Yes, the law does allow the Governor not to take any action on a petition for clemency also known as

"a pardon." It is strictly within the Governor's discretion whether to grant a pardon. There is no Constitutional right to a pardon. I
