Legal Question in Constitutional Law in Illinois
Hi. I am trying to figure some things out about the FCC and its lifeline and linkup program, and what would happen if they expanded the service to include broadband.
Can federal agencies expand programs they are in charge of without consulting Congress?
Can these agencies create funding mechanisms that don't require treasury money for programs or other things without consulting Congress?
Are actions by federal agencies on the executive branch perceived by Congress or the public?
What are some bills/cases/etc that justify or have exemplified these executive abilities?
